I was actually planning on using either nut or apcupsd for managing
the UPS - I'm currently building a nut server for our UPS here at the
office.
I suppose the trick to booting on power restore would be finding a UPS
(that's relatively inexpensive) that can send a wake signal over USB.
Time to hit Newegg!
